okay...now what?
i have done some research but now I'm not sure how to start my paragraphs. i don't care what country you have, it would probably be best for everybody to post each country or the OAS anyway. Just need some ideas please!

Focus your paragraph on how to solve the problem. If you have the OAS, then make your paragraphs about how the OAS handles such situations and what you think they can and should do. If you are Mexico, then what problems has Mexico had in Mexico City and how can they improve their situation. If you are another country, what has been going on there that has pushed people up north and what needs to change.
i don't know if this will help anybody, but maybe you can relate it to the immigration problem. it's an (article? simply a webpage? not sure) discussing mexico city's pollution problem and how the government was trying to fix it, also relating how the upper classes made it worse.
