I think it might be either A or D but I'm not exactly sure. I think I'm leaning more towards A because it deals with trade and D with just selling...
It's Incurring Debt, check page 325 under the "Loans" under "Financing Development". It's loans from places like MDC's and the World Bank that LDC's are using to help finance themselves.
well.... luxury crops are sold to make a profit ... therefore it's D
